Penny Auction Site But Better

I am looking for a Auction/">penny auction type website but one that is fully customizable.
I want to be able to raise or lower the value of each bid for any, every, none, or all auctions.
I want to have the timer reset either never, sometimes, indefinitely, or for a selectable time frame for any, every, none or all auctions.
I would also like to have a few other minor items added dealing with deposits, transfers of funds from a bidders account to a designated account of the sites, private auctions, and bid requirements. The details are proprietary and will only be discussed with the end designer(s).
I have seen many "script" offers but want someone to stand behind the job and help grow the site down the road is needed.
