Magento E-commerce Programmer

Hello, looking for a programmer with excellent communication skills to setup magento ecommerce software. This includes the following features (most are standard features in magento):
Site Wide
* Logo creation
* Custom design or able to customize a pre-made template utilizing the colors white 50%, greys 20%, Orange 15%, blues 15%
* Breadcrumb links "You are here"
* Search (hopefully a little more sophisticated)
* Advanced search
* Live chat (able to include)
* Site map
* No cookies required and able to keep all the necessary features
* Static SEO friendly urls
* Ability to add custom pages easily (CMS system)
* Able to integrate a blog or atleast link out to it
* Title and meta tag control for each page
* Cross browser compatibility
* Able to insert analytics and other ROI codes sitewide
* Able to create mini sites with different domain using 1 backend
* Hover menu show subcategories
Catalog
* Import/Export via excel or flat file to add, delete and update products and important fields for the products
* Export custom feeds such as pricegrabber, shopzilla, etc and even product feed files for affiliates
* Able to turn products on and off and remember it for items that have heavy negative ROI on price engines
* Change pricing, basic information, set catagories, subcategories via import feature
Product Page:
* Able to include multiple images, and somehow videos & pdf brochures
* Custom product attributes such as size, color, etc. and also ability to include higher or lower prices for those
* Single prices, multi-qty pricing
* Accurate Shipping cost estimator (preferably charging shipping per item since some items ship via freight truck)
* Availability (we don't carry inventory on 90% of catalog so would like the ability to insert a number or text)
* MSRP/Retail price field
* Overview Field, Specifications field with ability to add custom html, add or link to additional images, and also edit this area in html and/or wysiwig tool
* Related products, recommended products
* Email this page
* Printable version
* Product Condition
* Able to include other custom fields such as warranty,
* Compare products

Catagory Pages:
* Reserve certain areas of the category pages for custom html
* Short descriptions of products so customers can click through based on short description
* Browse by brand, browse by subcategory, browse by specials, price, etc.
Shopping Cart
* Shopping cart preview on template (number of items and total)
* Simplified 1 page checkout
* Small order fee or minimum order amount
* Accept order without credit card authorization, staff will authorize all pending orders, orders should capture after they ship
* Guest checkout
* Custom coupons
* Add another payment method
* Payment options credit cards, paypal, google checkout, PO (net terms)
Shipping
* UPS or FedEx real time retail pricing
* Handling fee
* Accurate pricing on multiple items orders
* Freight options on a product level (flat rates lift gate, inside delivery, whiteglove service, etc)

Magento Designer/Programmer- Jewelry Site.- Worked with administrator to place banners along the page and tidy up landing pages. - Would be better if this person also have graphics and layout skills. Site already has a logo but I’m open for any recommendation of a redo along with a graphic team to go along with it. We can share ideas. If in discussion the ideas are workable, my budget can be increased. This is mostly short term but could possibly sign on for long term technical support |

This appears to be a good shopping cart, and based on the fact that it is FREE to use ... it will keep costs down, while being compliant with all laws.
