Link Building/Exchange

We are looking for an experienced person to follow our link exchange process to obtain links for http://www.glstl.com each month based on the following criteria:

1) Links are from relevant sites in the tutoring, physics, chemisty, math, homework etc. websites
2) The sites being linked from are also being used by the top 20 sites in yahoo, msn, google are using for tutoring or tutoring related terms (physics,chemistry math homework, online tutoring, high school physics, math etc). This means we don't just want links from any sites, but from the sites that come up when you type in link:www.othersite.com with othersite.com being another site that comes up in the top 20 results in msn,yahoo, or google under debt related terms.
3) The linking keyword to use should be teching related. The description should vary from site to site.

Please provide pricing for 150 incoming links total and how long it will take to obtain them. This would be 30 incoming links of PR2+ per website following the guidelines above.
